Russian authorities say four terrorists killed at least 137 people and wounded over 100 in Friday’s attack in Moscow, with Russian officials stating that the death toll could rise further.

The ISIS terrorist group has claimed responsibility, and released body camera footage from the attack at the concert and shopping mall. At the same time, Russia and Ukraine are trading blame for the attack. NTD spoke to William Ruger, a retired U.S. Navy officer, a veteran of the Afghanistan war, and president of the American Institute for Economic Research (AIER), to get his analysis of the situation.
