Chinese Resident: Reservoir Water Discharged Without Warning

A local flood victim in Central China’s Henan province told The Epoch Times that the flood was a man-made disaster, not a natural one. The local, whose real name is not given to protect his identity, says that the flooding was a result of authorities discharging reservoir water.
