Columbia University has finalized a $221 million deal with the Trump administration, paving the way for restoration of federal research funds previously withheld due to concerns over anti-Semitism on campus.

The deal, <a href="https://president.columbia.edu/content/our-resolution-federal-government">announced</a> Wednesday by the university, includes a $200 million settlement dispersed over three years and a separate $21 million payment to settle U.S. Equal Employment Opportunity Commission investigations.

Columbia’s federal funding was initially <a href="https://www.ntd.com/columbia-university-announces-commitment-to-combating-anti-semitism_1079570.html">pulled</a> amid allegations that the university failed to address anti-Semitism during the Israel-Hamas war.

Under the agreement, Columbia will enact a host of reforms, such as overhauling its student disciplinary process, adopting a new anti-Semitism definition, and reviewing its Middle East curriculum to ensure it is “comprehensive and balanced.”

It will also appoint new faculty to its Institute for Israel and Jewish Studies.

The deal enables the reinstatement of most federal grants that were terminated or suspended in March 2025, restoring Columbia's access to current and future research funding worth billions of dollars.

“This agreement marks an important step forward after a period of sustained federal scrutiny and institutional uncertainty,” acting university president Claire Shipman said.

She added that it “was carefully crafted to protect the values that define us and allow our essential research partnership with the federal government to get back on track.”

“Importantly, it safeguards our independence, a critical condition for academic excellence and scholarly exploration, work that is vital to the public interest."

Board of Trustees co-chairs David Greenwald and Jeh Johnson said the agreement "affirms Columbia's unyielding commitment to academic freedom, freedom of expression, and open inquiry."

Trump <a href="https://truthsocial.com/@realDonaldTrump/posts/114905836425012707">said</a> on Truth Social that he was “pleased” with the historic settlement.

“Columbia has agreed to pay a penalty of $200 Million Dollars to the United States Government for violating Federal Law, in addition to over $20 Million to their Jewish employees who were unlawfully targeted and harassed,” he wrote.

He commended the university for “agreeing to do what is right.”

“I look forward to watching them have a great future in our Country, maybe greater than ever before!” he added.
<h2>Federal Funding Restoration</h2>
Under the settlement terms, the majority of grants to the university previously terminated by the National Institutes of Health and Department of Health and Human Services will be reinstated.

The agreement also provides for renewal of non-competitive grants, release of overdue payments on active grants, and restoration of Columbia's eligibility to apply for new federal research funding.

The funding cuts announced earlier this year saw the university lose more than $400 million in grants. The portion of funding not being restored reflects broader government reductions in certain research areas unrelated to the conduct addressed in the agreement, according to the university.

Columbia's own anti-Semitism task force documented that Jewish students experienced verbal abuse, ostracism, and classroom humiliation during spring 2024 demonstrations.

However, other Jewish students participated in the protests, and demonstration leaders maintained they were criticizing the Israeli government rather than targeting Jews specifically.
<h2>Institutional Reforms and Monitoring</h2>
The settlement codifies <a href="https://president.columbia.edu/sites/default/files/content/03.21.2025%20Columbia%20-%20FINAL.pdf">reforms</a> that Columbia announced publicly on March 21, including enhanced campus safety measures, modified disciplinary processes, and renewed efforts to create an inclusive learning environment.

While Columbia admits no wrongdoing under the resolution, institutional leaders have acknowledged that Jewish students and faculty experienced unacceptable incidents requiring reform.

The agreement establishes an independently selected monitor to assess the implementation of the reform, with Columbia providing regular compliance reports.

The settlement builds upon Columbia's broader anti-Semitism efforts, including institutional actions <a href="https://president.columbia.edu/news/our-additional-commitments-combatting-antisemitism">announced</a> July 15.

These include incorporating the International Holocaust Remembrance Alliance definition of anti-Semitism into the Office of Institutional Equity's work, appointing Title VI and Title VII coordinators, and expanding university-wide education initiatives.

Columbia has initiated training partnerships with national Jewish organizations including Project Shema, the Anti-Defamation League, the Foundation to Combat Antisemitism, and Kalaniyot.

The university is also exploring cooperation with Yad Vashem and collaborating with Interfaith America and the Constructive Dialogue Institute to build broader understanding.
<h2>Additional Settlement Terms</h2>
As part of the <a href="https://president.columbia.edu/sites/default/files/content/July%202025%20Announcement/Columbia%20University%20Resolution%20Agreement.pdf">agreement</a>, the university also agreed to end programs "that promote unlawful efforts to achieve race-based outcomes, quotes, diversity targets or similar efforts" and will report to a monitor to demonstrate that its programs "do not promote unlawful DEI goals."

The settlement includes provisions requiring Columbia to ask prospective international students "questions designed to elicit their reasons for wishing to study in the United States" and establish processes ensuring all students commit to "civil discourse.”
