Cuban President Miguel Díaz-Canel confirmed Friday that his government has opened up talks with the United States “aimed at finding solutions through dialogue to the bilateral differences between the two nations.”

Díaz-Canel, in his video address aired on state television, did not elaborate on those factors or provide any details about the direct talks, but it marks the first time that he has confirmed the communication between Cuba and the United States.

Diaz-Canel also said he hoped the negotiations would move the two long-time rivals "away from confrontation."

His comments come as a U.S. energy blockade has prevented any fuel imports to Cuba for three months, further crippling Cuba in a deepening energy crisis.

No fuel has entered Cuba in three months, ​Diaz-Canel said in a subsequent press conference with the Cuban media on Friday. This has resulted in a decline in diesel and fuel oil reserves that have made Cuba's electrical grid increasingly "unstable," he added.

The White House on Friday pointed to public comments made by President Donald Trump, who has repeatedly alluded to discussions with Cuba. Trump, in recent weeks, had ​made a series of statements, saying Cuba was on the verge of collapse or eager to make a deal with the United States.

Trump on Monday said Cuba ⁠may be subject to a "friendly takeover," noting that "it may not be a friendly takeover."

Cuba’s move to open talks with the United States comes after its Foreign Minister Bruno Rodríguez and other Cuban officials condemned Trump’s executive order that would impose a tariff on any goods from countries that sell or provide oil to Cuba. Rodríguez called it a “brutal act of aggression against Cuba and its people," who face the threat of being subject to extreme living conditions.

He also further accused the United States of resorting to “blackmail and coercion" to force other countries to join its energy blockade policy against Cuba.

Since the United States captured Venezuelan President Nicolas Maduro, Trump has cut off Venezuelan oil shipments to Cuba and threatened to slap tariffs on any country that sells oil to Cuba.

Trump, earlier in the year, publicly prodded Cuba toward a deal to avoid a similar fate that Venezuela had faced.

“Cuba lived, for many years, on large amounts of OIL and MONEY from Venezuela. In return, Cuba provided ‘Security Services’ for the last two Venezuelan dictators, BUT NOT ANYMORE!” the president wrote in a <a href="https://truthsocial.com/@realDonaldTrump/posts/115876460615555838">Truth Social post</a>.

“Most of those Cubans are DEAD from last weeks U.S.A. attack, and Venezuela doesn’t need protection anymore from the thugs and extortionists who held them hostage for so many years,” <a href="https://truthsocial.com/@realDonaldTrump/posts/115876460615555838">Trump added</a>. “Venezuela now has the United States of America, the most powerful military in the World (by far!), to protect them, and protect them we will.”

Trump vowed that no more oil or money would be going to Cuba, urging officials to make a deal before it's "too late."

A blackout last week plunged the majority of the Caribbean island into ‌darkness. Since then, ⁠outages have spiked to more than 12 hours daily across most of the capital of Havana. Cubans also face rising prices and strictly rationed fuel and medicine shortages, in addition to spending most of their days in the dark.
