The Trump administration took measures on March 25 to temporarily <a href="https://www.reuters.com/business/energy/us-suspends-anti-smog-fuel-rules-bid-ease-pump-prices-2026-03-25/" target="_blank" rel="noopener">suspend</a> environmental regulations on summer gasoline to try to lower gas prices inflated by the ongoing Iran war.

The Environmental Protection Agency (EPA) announced it would temporarily allow nationwide sales of E15, a gasoline blended with 15 percent ethanol, and remove all federal restrictions on selling E10, a gasoline blended with 10 percent ethanol, across the country for 20 days starting May 1.

“EPA is working with our federal partners to reduce unnecessary costs and uncertainty and ensure that gas prices remain affordable for all Americans through the summer,” said EPA Administrator Lee Zeldin. “This emergency action will provide American families with relief by increasing fuel supply and consumer choice.”

The 20-day window is the maximum number of days allowed under the Clean Air Act, according to the EPA.

The EPA’s Clean Air Act restricts the use of <a href="https://afdc.energy.gov/fuels/ethanol-e15">E15 blend</a> in the summer months, from June 1 to Sept. 15, because the blend increases smog and air pollution in warmer weather.

The E15 blend was approved for use in 2011 through a Clean Air Act waiver for light-duty conventional vehicles made from 2001. Thirty-one states are selling E15, though there is no requirement for states to sell the special blend.

Without issuing the waiver, E15 would not be allowed for use in half of the country this summer, according to the EPA.
<h2>Other Waivers</h2>
The EPA is also waiving federal enforcement of all state “boutique” fuel requirements for gasoline, allowing the production and distribution of gasoline with 9 to 15 percent ethanol content as a single common Reid Vapor Pressure (RVP) standard of 10 psi across the nation.

By doing this, it will be easier to distribute fuel and boost the availability of E15 by allowing the fuel to meet a single, uniform standard.

The E10 blend remains the limit for passenger vehicles older than model year 2001, and for other non-road and small engines and vehicles that use gas, such as lawn mowers, motorcycles, and boats.

U.S. Secretary of Agriculture Brooke Rollins said allowing the summer sale of E15 fuel would deliver a bigger domestic market for American farmers.

“While today’s announcement is great news for farmers, year-round E15 is essential for the farm economy, and Congress needs to find a common sense solution that provides much needed certainty to consumers and farmers,” Rollins said.

The American Farm Bureau Federation’s president Zippy Duvall called for the E15 waiver to be made permanent.

“Farm Bureau thanks Administrator Lee Zeldin and EPA for granting a waiver to allow E15 to be sold during the summer, but the time is now for Congress to make the availability of E15 permanent,” Duvall said. “Biofuels play an important role in meeting America’s energy needs and are a win-win for farmers and drivers.”

The blend is expected to save consumers an estimated <a href="https://ethanolrfa.org/media-and-news/category/news-releases/article/2023/04/new-analysis-shows-consumers-save-at-least-25-cents-per-gallon-with-e15">27 cents</a> per gallon at the pump, according to a Renewable Fuels Association study, and creates markets for American-grown crops.

Nebraska Gov. Jim Pillen called the announcement “great news.”

“This decision will save families money at the pump and reduce America’s need for foreign oil,” Pillen <a href="https://x.com/TeamPillen/status/2036872401732927731?s=20">posted</a> on X. “A pro-agriculture move that is great for farmers and our country.”

By issuing the waiver notice early, the fuel industry will have time to make the transition to distribute the fuel during the summer months, the EPA stated.
