A major winter storm fueled by an atmospheric river is set to hit Southern California, bringing heavy rain and powerful winds just days after deadly flooding struck Northern California. Los Angeles County already issued evacuation orders and warnings for hundreds of properties near recent burn scars, with deputies going door-to-door to inform residents. Those orders went into effect at 11 a.m. Tuesday.

The Weather Prediction Center has issued a rare Level 4 out of 4 high risk for flooding across parts of Los Angeles, San Bernardino, Ventura, and Santa Barbara counties, impacting nearly six million people. The National Weather Service is warning that widespread flooding, rockslides, and debris flows are likely.

Officials urge anyone traveling on Christmas Eve or Christmas Day to use extreme caution.
