The U.S. House of Representatives on Thursday voted down a resolution that would have required President Donald Trump to obtain congressional approval for further military action against Iran.

The war powers resolution, introduced by Rep. Thomas Massie (R-Ky.) and Rep. Ro Khanna (D-Calif.), failed to advance in the House with a vote of 212–219.

“If American lives are to be risked and American blood is to be shed, that decision must be debated and voted on by the representatives of the American people and that debate is meant to be arduous and that vote is meant to be hard,” Massie said during a March 4 debate that was <a href="https://www.facebook.com/RepThomasMassie/videos/were-debating-the-iran-war-powers-resolution-i-co-authored-with-rep-ro-khannaund/1489891176087115/">streamed on Facebook</a> before the vote.

Four Democrats sided with Republicans to defeat the proposal, and two Republicans joined Democrats in approving the measure.

<a href="https://www.congress.gov/bill/119th-congress/house-concurrent-resolution/38/all-actions">H. Con. Res. 38</a> would have given lawmakers the authority to demand the removal of U.S. Armed Forces from hostilities within or against Iran unless a declaration of war or authority to use military force has been enacted.

The resolution also specified that it should not prevent the United States from defending against an imminent attack.

House of Representatives Speaker Mike Johnson (R-La.) defended Trump’s decision to strike Iran and called it "terrible and dangerous" to limit his war powers at this time.

“It would empower our enemies,” Johnson said at a March 4 <a href="https://www.youtube.com/watch?v=v_8V7ElxjLo">press conference</a> that was streamed on YouTube. “It would kneecap our own forces. It would take the ability of the U.S. military and the commander-in-chief away from completing this critical mission to keep everybody safe.”

He added that Iran has attacked three U.S. embassies in the last few days.

“Those are sovereign territories,” Johnson said. “They have declared war on us.”

The Senate defeated a similar measure, <a href="https://www.congress.gov/bill/119th-congress/senate-joint-resolution/104/all-actions?s=1&r=1&q=%7B%22search%22%3A%22S.J.Res.104%22%7D" target="_blank" rel="noopener">S.J.Resolution 104</a>, on March 4 with Sen. Rand Paul (R-Ky.) voting in favor and Sen. John Fetterman (D-Pa.) voting against.

The war powers resolution, introduced by Sen. Tim Kaine (D-Va.), failed to advance in the Senate by a vote of 47–53.

“President Trump's use of force to end Iran's war of terror is squarely within his inherent authorities as commander-in-chief,” Sen. Mitch McConnell (R-Ky.) said before the March 4 vote.

Trump launched Operation Epic Fury against Iran on Feb. 28 alongside Israeli Prime Minister Benjamin Netanyahu for the Israeli Defense Forces.

Within the first 24 hours, U.S. and Israeli forces struck more than 1,000 targets of the Iranian regime, and one of the first casualties of the surprise attack was Iran’s 86-year-old religious leader, Ayatollah Ali Khamenei, on March 1.

Targets have included command and control centers, the Iranian Revolutionary Guard Corps’ headquarters, air defense systems, ballistic missile launch sites, and naval ships.

Since then, Iran’s Revolutionary Guard has struck military targets in Israel, the U.S. 5th Fleet’s command in Bahrain, as well as U.S. bases in Qatar and the United Arab Emirates.
