New York City’s congestion pricing—which charges commuters an extra $15 to enter Lower Manhattan—is facing some heavy pushback. The United Federation of Teachers and Staten Island Borough President Vito Fossella are suing the U.S. Department of Transportation, the Federal Highway Administration, and New York City’s MTA over environmental concerns.

Mr. Fossella is calling the pricing system “a money grab,” comparing it to the island’s Fresh Kills Landfill in that Staten Island will be “dumped on figuratively and literally” with more cars and, thus, more vehicle pollution as drivers exercise “common sense” and dodge the tolls.
