The Senate today failed for the 13th time to advance the House-passed government spending bill. Lawmakers voted 54 to 45, mostly along party lines.

On day 28 of the government shutdown, Senate Majority Leader John Thune (R-S.D.) once again attempted to advance the House-passed continuing resolution, but the effort was blocked by Senate Minority Leader Chuck Schumer (D-N.Y.) and fellow Democrats.

The failure to reopen the government comes as the shutdown’s ripple effects intensify. Air traffic controllers missed their first paycheck today, and the military is expected to miss its first full payday by Friday. Meanwhile, federal food benefits are set to expire on Saturday—the same day open enrollment for Obamacare begins nationwide.
