President Donald Trump on Monday signed an executive order designating fentanyl and its precursor chemical as weapons of mass destruction.

“No bomb does what this is doing,” Trump <a href="https://www.youtube.com/watch?v=GXDJf_LbkHw">said</a> during his announcement at the Oval Office during the award ceremony for the Mexican Border Defense Medal.

The president attributed 200,000 to 300,000 deaths each year to the drug.

The designation gives the Trump administration additional resources to target countries, cartels, and other organizations that are linked to the manufacturing and distribution of the deadly drug.

"Trump is unleashing every available tool against the cartels and foreign networks that have turned fentanyl into the leading cause of death for Americans aged 18-45," a White House statement <a href="https://www.whitehouse.gov/fact-sheets/2025/12/fact-sheet-president-donald-j-trump-designates-fentanyl-as-a-weapon-of-mass-destruction/">reads</a>.

The White House also asserted that cartels and foreign terrorist organizations use fentanyl profits to fund assassinations and terrorism, while "waging armed conflict" over trafficking routes and other aspects of their operations.

According to the CDC, <a href="https://www.cdc.gov/overdose-prevention/about/fentanyl.html">fentanyl</a> is a powerful synthetic opioid that can be used for surgery or to treat severe pain. But the majority of fentanyl-related harms and overdoses are linked to illegally-made fentanyl. It's most commonly found in powder form or pressed into counterfeit pills.

The ingredients that make fentanyl are <a href="https://apnews.com/article/fentanyl-border-mexico-trump-tariffs-drug-canada-3b7f4b39aaa1c9e2ca9a2b1c4cb40715">largely produced</a> by companies in China but a portion of those chemicals is purchased by the Sinaloa and Jalisco cartels in Mexico. Cartels then make the synthetic opioid in labs and smuggle it into the United States at border crossings in California and Arizona. The deadly drug is also made in Canada and smuggled into the United States, but to a much lesser extent.

Monday's executive order is the latest action by the president to combat deadly drugs since taking office.

The president on his first day in office classified several drug cartels to be foreign terrorist organizations and specially designated global terrorists.

Trump already imposed tariffs on China, Mexico, and Canada in part due to their involvement in the drug crisis and for not doing enough to combat it.

"President Trump will not rest until the cartels are dismantled, illicit fentanyl is eradicated from America’s streets, and every family is safe from this chemical weapon," the White House said.

The Trump administration has also launched a major campaign against suspected drug smuggling vessels operating in the Caribbean, striking 23 boats since September.

Some lawmakers in Congress have decried the lethal strikes, expressing concerns over transparency and questioning the president's authority to order the strikes.
