The illegal immigrant and TikTok influencer who was shot and wounded by an ICE agent has been federally charged, according to authorities.

Carlitos Ricardo Parias, 44, was charged on Tuesday with assault on a federal officer.

Here’s what we know about the Mexican national who was the target of a federal immigration operation:
<h2>Charge: Assault on a Federal Officer</h2>
Parias was the subject of an arrest warrant and was being surveilled by federal agents in a residential area of South Los Angeles at the time of the Oct. 21 incident.

He attempted to flee the scene and avoid arrest by “ramming into an ICE vehicle,” according to Department of Homeland Security Assistant Secretary Tricia McLaughlin.

Parias allegedly drove his Toyota Camry “aggressively” toward agents’ vehicles and put their lives in danger.

"A vehicle is a deadly weapon," Acting United States Attorney Bill Essayli said in a statement. “If it is used against federal agents, not only will you face years in federal prison, but you also face the possibility of deadly force being used against you.”

After Parias allegedly refused law enforcement's orders to comply, an ICE agent opened fire. Parias was wounded, along with a U.S. deputy marshal who was injured by a ricochet bullet. Both Parias and the marshal are expected to recover.

Parias has “previously escaped from custody” and attempted once again to evade capture on Tuesday, according to prosecutors.

“Fearing for the safety of the public and law enforcement, our officers followed their training and fired defensive shots,” McLaughlin wrote on X.  Los Angeles Mayor Karen Bass has described ICE’s operations as unconstitutional, recently accusing agents of “snatching people indiscriminately” off the streets of Los Angeles.

If convicted, he faces a maximum sentence of eight years in federal prison.

Homeland Security Investigations and the FBI are investigating the case.
<h2>Richard Noticias LA</h2>
The defendant is well-known in South Los Angeles for his viral videos, mostly in Spanish, that document various ICE operations and immigration arrests throughout the city.

Parias has grown a massive following on TikTok under the account Richard Noticias LA<em>.</em> His account shows that he has more than 130,000 followers.

NTD reached out to Carlos Jurado, Parias’s attorney, seeking comment on Tuesday’s incident, but did not receive an immediate response.

“He’s a very pacifist man,” Jurado told local news media. “He has awards that have been given to him by this city, by Los Angeles, for his work. A lot of police officers know him, they know he’s a calm man.”

Los Angeles City Councilmember Curren Price’s office said Parias has lived in the city for decades and is a well-known member of the community. His office recently awarded Parias a certificate of recognition for his citizen reporting.

Parias is due in court on Wednesday.
<h2>Trump's Crackdown</h2>
ICE has blamed activists for an increase in attacks, saying their rhetoric encourages people to resist arrest.

According to <a href="https://newsroom.ap.org/home/search?query=PARIAS&mediaType=text">data provided by DHS</a>, there were 172 reported assaults between Jan. 21 and Oct. 1 of this year. That’s compared to 15 reported assaults during the same period last year.

On the other hand, immigration activists blame federal immigration enforcement agents' aggressive tactics. Democrat lawmakers have condemned the administration's ongoing efforts to arrest and deport illegal immigrants, accusing the president of stoking fear among Americans.

ICE operations in Los Angeles are part of the Trump administration’s broader crackdown on illegal immigration in Chicago, Memphis, and New York City.

According to the latest DHS numbers, two million illegal aliens have left the United States in less than 250 days, including an estimated 1.6 million who have voluntarily self-deported and more than 400,000 deportations, according to the latest DHS numbers.

The Trump administration said it's on track to "shatter" deportation records and has vowed to ramp up its immigration enforcement operations.
