Program-by-Program Negotiations for Government Funding Reveal the Lack of a ‘Grand Strategy’ for US Budget: Expert

With hopes that a government shutdown will be averted in the wake of the funding deal reached this week, questions have arisen about the negotiating process itself.

Addressing this, Richard Stern, the director of the Federal Budget Policy Center at The Heritage Foundation and a former budget advisor to Congressman Mike Johnson, told NTD that the typical program-by-program funding negotiations in Congress fail to address the government as a whole. He said this leads to missed opportunities for fostering economic prosperity that would likely better be served by a “grand strategy” for the United States budget.
