The Salt Lake City Police Department said on Sunday that a man was shot and killed during a confrontation that occurred during the “No Kings” anti-Trump protest in the city.

Arthur Folasa Ah Loo, a 39-year-old resident of Utah, was fatally shot while attending protests against federal immigration enforcement raids in downtown Salt Lake City on June 14. Police said that Ah Loo was not the intended target of the gunfire.

The gunfire was intended to stop 24-year-old Arturo Gamboa, after he allegedly raised his rifle during a confrontation with the event’s peacekeeping team members. Police believe that Gamboa was also serving as a peacekeeper for the “No Kings” event.

Two peacekeepers wearing neon vests allegedly saw Gamboa separate from the crowd and move behind a wall, where he allegedly pulled out an AR-15-style rifle from a backpack and began manipulating the weapon.

Witnesses told police that when the peacekeepers drew their handguns and ordered Gamboa to drop his weapon, the suspect instead raised his rifle in firing position and ran toward the crowd gathered on State Street, prompting one of the peacekeepers to open fire.

“In response, one of the peacekeepers fired three rounds. One round struck Gamboa, while another tragically wounded Mr. Ah Loo,” the police department said in a <a href="https://police.slc.gov/2025/06/15/slcpd-provides-update-on-downtown-shooting-investigation-2/" target="_blank" rel="nofollow noopener">statement</a>.

Panic spread as hundreds of protesters ran for safety, said police. Ah Loo received medical aid at the scene and was sent to the hospital, but he later succumbed to his injuries.

Gamboa was arrested and is being held at the Salt Lake County Metro Jail on murder charges. Police also detained the two peacekeepers to help in the investigation.

Police said it remains unclear why Gamboa pulled out his rifle after separating from the crowd or what led him to run when confronted by the other peacekeepers.

Authorities established probable cause that Gamboa had “acted under circumstances that showed a depraved indifference to human life, knowingly engaged in conduct that created a grave risk of death, and ultimately caused the death of an innocent community member.”

“Our detectives are now working to thoroughly investigate the circumstances surrounding this incident,” Salt Lake City Police Chief Brian Redd said in the statement. “We will not allow this individual act to create fear in our community.”

Police recovered a rifle, a gas mask, black clothing, and a backpack at the scene during the arrest, according to the statement.

Utah50501, the group involved in organizing the protest in downtown Salt Lake City, <a href="https://www.facebook.com/Utah50501/posts/122143156742771351?ref=embed_post" target="_blank" rel="nofollow noopener">stated</a> on Facebook that it has been in communication with law enforcement regarding the incident.

“Our teams just had to deal with something extremely traumatizing and when faced with personal risk to their own lives, chose to run towards the danger in order to serve this community,” it stated.

Police estimated that approximately 10,000 people participated in the demonstration in Salt Lake City. The protest was part of a broader movement sparked by riots that began in Los Angeles on June 6, which called for an end to Immigration and Customs Enforcement (ICE) raids targeting illegal immigrants across the nation.

President Donald Trump has previously deployed members of the National Guard and Marines to restore order in Los Angeles, despite objections from Gov. Gavin Newsom, which called the move “a serious breach of state sovereignty.”

Sporadic protests and riots also broke out in several cities last week, including San Francisco, Philadelphia, Seattle, Denver, Dallas, Washington, and Chicago. On June 10, the Austin Police Department <a href="https://www.theepochtimes.com/us/protests-against-ice-operations-spread-to-more-cities-5871081" target="_blank" rel="nofollow noopener">said</a> that some rioters threw rocks at officers, and one spat in an officer’s eye after the gathering was declared an unlawful assembly. Four officers were injured in the unrest in Austin, Texas, during the incident.
