The Senate on Wednesday voted down a resolution that would have required President Donald Trump to obtain congressional approval for further military action against Iran.

The war powers resolution, introduced by Sen. Tim Kaine (D-Va.), failed to advance in the Senate by a vote of 47–53.

“We’re doing this to try to protect American troops from needlessly sacrificing their lives,” Kaine told CNN on March 4 before the vote.

The vote fell mostly along party lines, though Republican Sen. Rand Paul of Kentucky voted in favor and Democratic Sen. John Fetterman of Pennsylvania voted against.

<a href="https://www.congress.gov/bill/119th-congress/senate-joint-resolution/104/all-actions?s=1&r=1&q=%7B%22search%22%3A%22S.J.Res.104%22%7D">S.J.Resolution 104</a> would have given lawmakers the authority to demand removal of U.S. Armed Forces from hostilities within or against Iran unless a declaration of war or authority to use military force had been enacted.

The resolution also specified that it should not prevent the United States from defending against an attack on the United States or its personnel or facilities in other nations.

Sen. Mitch McConnell (R-Ky.) defended Trump’s decision to preemptively strike Iran, noting that every president during his 40 years in the Senate has invoked these inherent authorities, from President Ronald Reagan's strikes on Libya to President Joe Biden's strikes on the Houthis.

“President Trump's use of force to end Iran's war of terror is squarely within his inherent authorities as commander-in-chief,” McConnell told the Senate on March 4 before the vote. “Therefore, I will oppose the Kaine resolution and would recommend our colleagues do the same.”

The House will vote on its companion legislation, H. Con. Res. 38, on Thursday.

Introduced by Reps. Thomas Massie (R-Ky.) and Ro Khanna (D-Calif.), the house resolution seek power for Congress to order Trump to stop U.S. Armed Forces involvement in hostilities against Iran without congressional authorization.

The conflict began with a direct command from Trump on Feb. 28, alongside Israeli Prime Minister Benjamin Netanyahu for the Israeli Defense Forces. Within the first 24 hours of the United States launching Operation Epic Fury and Israel launching their operation Roaring Lion, U.S. and Israeli forces have struck more than 1,000 targets of the Iranian regime and its proxies in the region.

Targets have included command and control centers, the Iranian Revolutionary Guard Corps’ headquarters, air defense systems, ballistic missile launch sites, and naval ships.

“We’re playing for keeps,” Secretary of War Pete Hegseth said during a Pentagon briefing on Thursday. “Our war fighters have maximum authorities granted personally by the president and yours truly.”

Senate Democratic Leader Chuck Schumer (D-N.Y.) at a news conference Tuesday said the conflict is unnecessary.

“Wars without clear objectives do not remain small,” Schumer said. “They get bigger, bloodier, longer, and more expensive. This is not a necessary war. It’s a war of choice.”

The White House has listed four objectives. The first is to destroy the Iranian regime's ballistic missiles. The second is to annihilate the regime's navy. The third is to ensure their terrorist proxies in the region can no longer destabilize the region or the free world. And the fourth is to guarantee that the regime can never obtain a nuclear weapon.

The approval of H. Con. Res. 38 by the House is likely to be short-lived, as it is unlikely to win sufficient support on the Senate.

This is the second time in less than a year that the Senate has declined to constrain the president's war powers to address the threat posed by the Iranian regime.

Last year, the Senate voted on a similar resolution, also introduced by Kaine, to prevent the use of military force against Iran but did not receive enough votes to advance.

Kaine also introduced multiple war powers resolutions amid U.S. attacks on alleged drug-smuggling ships in the Caribbean and Pacific, and also to limit U.S. military action against Venezuela without congressional approval. All of the attempts failed to gain sufficient support.
