In her speech, Treasury Secretary Yellen cited collaboration with China on climate issues. The communist country dominates the sector in two areas: production of solar panels and rare earth minerals. Most solar panels used in the United States are imported from China—and rare earth minerals are critical for producing the batteries used in electric vehicles.
