WASHINGTON—President Donald Trump signed an executive order at the White House on Nov. 13 aimed at strengthening foster care efforts in the United States.

Trump was joined by First Lady Melania Trump in the East Room for the signing of the order, which is designed to expand opportunities for education, career development, housing, and other resources for young people leaving foster care and entering adulthood.

“We are going to protect American children in foster care, and we're going to ensure that they will never, ever be forgotten,” the president said before signing the order.

“They're going to grow up to be unbelievable, strong, smart, wealthy, productive citizens.”

The order is part of the first lady’s Fostering the Future initiative, which “secures educational opportunities and scholarships for children in the foster care community,” according to its <a href="https://www.melaniatrump.com/pages/fostering-the-future">website</a>. It is also part of the Be Best campaign she launched in May 2018 during Trump’s first term to focus on children's well-being.

"This executive order, fostering the future for American children and families, gives me tremendous pride," the first lady said during the event. "It is both empathetic and strategic. It will certainly be impactful."

The first lady also signed the executive order.

In the United States, nearly <a href="https://www.ed.gov/teaching-and-administration/supporting-students/special-populations/students-foster-care/students-in-foster-care">400,000</a> children are in the foster care system on any given day, according to the Department of Education.

"Each year, more than 15,000 young people age out of the foster care system, and unfortunately, too many struggle to become self-sufficient," Trump said. "The order ... will provide vital new resources to help young people transition out of the foster care system and live a very happy and a very successful life."

Many children in the foster care community lack the resources they need to complete their education and join the workforce.

According to the National Foster Youth Institute, only <a href="https://nfyi.org/social-economic-mobility/">55 percent</a> of foster youth graduate from high school, compared with 87 percent of the general population. And less than 5 percent obtain a college degree, because of a lack of support.

They also face employment gaps. By age 24, only half of former foster youth will have employment, compared with 75 percent of their peers. And they also earn less compared with their counterparts who were not in foster care.

Meanwhile, <a href="https://www.melaniatrump.com/pages/fostering-the-future">20 percent</a> of the children in foster care will become homeless after aging out of the system, according to estimates.

On May 7, Trump signed a <a href="https://www.whitehouse.gov/presidential-actions/2025/05/national-foster-care-month-2025/">proclamation</a> designating May 2025 as National Foster Care Month to honor the individuals and families who help these children.

The first lady also secured <a href="https://www.whitehouse.gov/briefings-statements/2025/05/first-lady-melania-trump-secures-25-million-investment-in-presidents-fy26-budget-for-foster-youth/#:~:text=First%20Lady%20Melania%20Trump%20secured,services%2C%20which%20will%20prevent%20homelessness.">$25 million</a> in funds in the president’s fiscal year 2026 budget to provide housing and support for youth transitioning out of foster care through the Department of Housing and Urban Development.

“This dedicated funding for foster youth is a game changer in providing young adults with access to short-term housing assistance and supportive services, which will prevent homelessness,” Housing and Urban Development Secretary Scott Turner said in a statement in May.

The new initiative will also create an opportunity for foster youth to benefit from the federal tax credit scholarship program established by the One Big Beautiful Bill Act, Trump said.

"[The program will] expand occupational training, education, and financial literacy programs for the foster youth and make it possible for more of them to attend the school of their choice," the president said.

The first lady has made children her central focus, championing their safety at home and abroad.

In August, she sent a <a href="https://www.theepochtimes.com/world/first-lady-melania-trump-pens-letter-to-putin-about-protecting-children-5902224">letter</a> to Russian President Vladimir Putin, seeking his assistance regarding the Ukrainian children who are separated from their parents.

According to estimates, tens of thousands of Ukrainian <a href="https://understandingwar.org/research/russia-ukraine/putin-is-still-stealing-ukrainian-children-2/">children</a> have been forcibly transferred to Russia or Russian-occupied territories since the Kremlin started its full-scale invasion in 2022.

On Oct. 9, the first lady <a href="https://www.theepochtimes.com/us/first-lady-says-8-war-displaced-children-reunited-with-their-families-5927557">announced</a> that eight children affected by the war between Ukraine and Russia had been reunited with their respective families.
