The United States Olympic and Paralympic Committee (USOPC) announced Monday it will prohibit male athletes who identify as transgender from participating in women's athletic competitions, implementing a policy change that aligns with an <a href="https://www.whitehouse.gov/presidential-actions/2025/02/keeping-men-out-of-womens-sports/">executive order</a> issued by President Donald Trump earlier this year.

The new policy was announced on the USOPC’s <a href="https://www.usopc.org/diversity-equity-inclusion/transgender-athlete-participation-in-sport">website</a> and confirmed in a letter sent to national sport governing bodies.

The USOPC's decision follows the February executive order titled "Keeping Men Out of Women's Sports," which threatens to take away federal funding from organizations that permit transgender athlete participation in women's events.

USOPC CEO Sarah Hirshland and President Gene Sykes communicated the policy shift to national governing bodies through a letter, stating their organization has "an obligation to comply with federal expectations" as a federally chartered entity.

"Our revised policy emphasizes the importance of ensuring fair and safe competition environments for women. All National Governing Bodies are required to update their applicable policies in alignment," the executives wrote.

<h2>Widespread Impact Across Olympic Sports</h2>
The policy change affects approximately 50 national governing bodies under USOPC oversight, potentially requiring rule modifications from grassroots to elite competition levels. Local sports clubs may need to adjust their policies to maintain membership in national governing bodies.

Several federations have already begun implementing changes. USA Fencing modified its <a href="https://www.usafencing.org/transgender-and-nonbinary-policy">policy</a> (effective Aug. 1) to permit only "athletes who are of the female sex" in women's competitions while opening men's events to "all athletes not eligible for the women's category," including transgender athletes.

USA Swimming representatives did not immediately respond to a request for comment from NTD News.
<h2>State and Federal Legislative Landscape</h2>
More than two dozen states have enacted legislation restricting transgender athletes from certain sports competitions.

The NCAA implemented similar restrictions <a href="https://www.ncaa.org/news/2025/2/6/media-center-ncaa-announces-transgender-student-athlete-participation-policy-change.aspx">earlier</a> this year, limiting women's sports participation to athletes assigned female at birth. This change occurred one day after Trump signed his executive order targeting transgender athlete participation.

During the signing ceremony for his executive order earlier this year, Trump expressed intentions for the International Olympic Committee (IOC) to modify all policies related to what he termed "this absolutely ridiculous subject”.

Under new IOC President Kirsty Coventry's leadership, female eligibility has become a priority issue, with Coventry signaling efforts to "protect the female category”.

The IOC currently allows individual sports federations to establish their own Olympic eligibility rules. Swimming, cycling, and track and field have already implemented stricter policies barring athletes who have experienced male puberty from competing in women's events.

Los Angeles will host the 2028 Summer Olympics.

<h2>Lia Thomas and UPenn</h2>
The policy changes extend beyond Olympic sports to collegiate athletics. The University of Pennsylvania reached an <a href="https://www.ntd.com/trump-upenn-reach-deal-to-strip-transgender-swimmer-of-past-titles-and-awards_1076663.html">agreement</a> earlier this month with the Department of Education to comply with federal requirements regarding transgender athlete participation.

Education Secretary Linda McMahon announced that UPenn agreed to remove records set by swimmer Lia Thomas, a male athlete who identifies as transgender, and will provide personal apologies to female athletes who competed against Thomas.

"This is a major accomplishment and a milestone in our fight to restore sanity, fairness, and integrity to women's sports," McMahon <a href="https://www.ed.gov/about/news/speech/secretary-mcmahon-remarks-upenn-resolution-agreement">said</a>.

UPenn President J. Larry Jameson, in his own <a href="https://penntoday.upenn.edu/announcements/penns-title-ix-resolution-us-department-education-office-civil-rights" target="_blank" rel="noopener">statement,</a> acknowledged the complexity of the issue while emphasizing the university's obligation to comply with federal requirements and NCAA rules.

The resolution requires the university to maintain sex-separated intimate facilities and review swimming records from the 2021 to 2022 season.
