Newsom Pre-Orders 400,000 Vaccines for Children Under 5

California is planning to begin administering COVID-19 vaccines to kids 5-and-under—some as young as 6 months old. The governor preordered 400,000 doses this weekend. But not all doctors and scientists are on board.
