The Tariff Act of 1789 was the first major piece of legislation passed by Congress. It was to create an environment for the economy and business to prosper. Tariffs continued to play a key role in U.S. trade policy before waning in the mid-1900s.
Fast forward to 2025, when President Donald Trump announced the implementation of a 10 percent baseline tariff on all imports, with higher rates for 60 countries deemed the "worst offenders."
Trump wants to correct decades of alleged unfair trade practices that he said have disadvantaged American workers and industries.
