A traffic stop in Los Angeles turned violent on Tuesday when an immigrant facing investigation escaped custody and rammed his vehicle into law enforcement officers. The confrontation sparked a shootout that left a U.S. Marshal and the suspect hospitalized.

Carlitos Ricardo Parias, a 44-year-old illegal alien from Mexico living in South Los Angeles, has been charged with assault on a federal officer.

Acting U.S. Attorney Bill Essayli said in a Tuesday post on X that Parias is expected to make his initial court appearance tomorrow at the Roybal Federal Building in downtown Los Angeles and faces up to eight years in prison if convicted.

The confrontation unfolded during what began as a routine enforcement operation, with Immigration and Customs Enforcement officers and U.S. Marshals attempting to apprehend the man who had previously fled from authorities.

What should have been a standard traffic stop quickly escalated when the suspect turned his car into a weapon, Homeland Security spokeswoman Tricia McLaughlin told NTD News in an emailed statement. The man repeatedly rammed the law enforcement vehicle while desperately trying to escape, forcing officers to make a split-second decision about public safety.

Parias was driving a Toyota Camry, which after ramming into law enforcement, had smoking tyres debris from spinning, Essayli said. He added that an officer broke the Camry’s driver side window but that wasn’t enough to stop Parias from his getaway attempt.

Fearing for their lives and the safety of bystanders, the officers opened fire, according to McLaughlin. When the dust settled, the suspect had been shot in the elbow and one officer was nursing a hand wound from a ricocheting bullet. Both were rushed to local hospitals.

The violent encounter highlights the increasingly dangerous climate facing immigration enforcement officers, who are now confronting what McLaughlin described as a staggering 1,000 percent spike in assaults, including vehicle ramming attacks.

"These are the consequences of conduct and rhetoric by sanctuary politicians and activists who urge illegal aliens to resist arrest," McLaughlin said. "Resisting arrest puts the safety of illegal aliens, law enforcement, and the public at risk."

It is illegal to physically resist arrest by ICE or obstruct agents performing their official duties under federal law. Individuals have the constitutional right to remain silent, ask for a lawyer, request to see arrest warrants, and refuse consent to searches without a warrant or probable cause.

The shooting comes amid heightened tensions over the enforcement of federal immigration law in California, where federal officials say local politicians who favor sanctuary policies have actively encouraged resistance to ICE operations.

According to McLaughlin, several high-profile Democrats have provided detailed guidance on evading federal authorities. Rep. Alexandria Ocasio-Cortez hosted a February webinar teaching illegal immigrants how to avoid arrest at homes, workplaces, and in public.

Rep. Dan Goldman posted online videos urging illegal immigrants to develop escape plans for ICE encounters, while Los Angeles Mayor Karen Bass distributed multilingual flyers with evasion tactics.

Even California Gov. Gavin Newsom has distributed guides and supported sanctuary laws instructing people on how to recognize ICE agents, block entry to their homes, and resist arrest.

"We are once again calling on sanctuary politicians, agitators, and the media to turn the temperature down and stop calling for violence and resistance against ICE law enforcement," McLaughlin said.

Regarding the shooting, McLaughlin said that the investigation remains ongoing and details could change as authorities piece together exactly what happened.
