The concern is Hamas is still in Gaza and still armed. The Board of Peace members are all stakeholders in Gaza and perhaps the biggest hindrance he says. It could be that the U.N. Western allies that have been hesitant to join are still waiting to see if the board is legitimately effective, while Iran requires immediate attention.
