The latest set of WhatsApp messages published in The Telegraph show how former health secretary Matt Hancock told aides he wanted to “frighten the pants off everyone” to make sure they obeyed COVID-19 rules. The leak of more than 100,000 messages has put the government’s handling of the pandemic under renewed scrutiny.
